Access other users' File Boxes and Sent Items

How are non-admins supposed to access other users' File Boxes with the new changes implemented 2 weeks ago?  All our employees have the permission enabled called "Access other users' File Boxes and Sent Items", but since they are not admins they cannot access this content through the "Access User Content" area like admins can.  Besides making everyone an admin user, is there a way to get this functionality back again?
