Confusing Web User Interface for Email Replies

In the web interface, when users try to reply to an email, we're getting multiple complaints that they've "sent an email" but it never arrives.  After investigating, we see that users are typing their responses and hitting the visible "Okay" button instead of scrolling down and hitting the "Send" button.   Unfortunately, it's out of their field of vision.  The interface should :

Detect if they've typed a response and warn the user that they've typed a response and need to hit the "Send" button instead of the "okay".

Surprised this hasn't been addressed already.  A high percentage of our users miss this.
