File Level Rights...

I am really struggling with the inability to assign rights at the file level. Being required to assign rights at the folder level has created all sorts of issues. Has anyone found a way around this? We're looking for another solution for our app other than sharefile because of this. 
Example: We have several folders that have documents for each state. Only certain people need access for certain states. I can't set rights on just those files... I need to create FIFTY FOLDERS every time this happens, and then set the rights on each one of those. 
It's gotten so cumbersome, we need another alternative. Any ideas?

You should have to only create one set of 50 main level folders with rights that are inherited by any subfolders created or alternatively just create folders for the individual users and just put the documents in their respective folders.

However... we have 10 different product providers with 5 different products each... and each one... has a potential 50 states.... and then we have several clients.

It also comes into play when we have a folder with product info in it, and there might be 25 documents, and only certain clients see certain documents because they sell only those products... it is an issue that has become a huge management nightmare for rights.
