Inaccessible Shared File link

We have a few links that when you try to access as a public user gives an error message: " Invalid link.  The link that you are trying to access doe not exist".  But, when you're logged in to ShareFile, the link work and you can download the file, except that the file preview functionality doesn't work.

The person who created the links swear that the file links were set "never" to expire and has "unlimited" download limit.

Is there a way to check this?
