Outlook plugin version 6.4 does not activate in Outlook 2016 version 1808

When I install the ShareFile plugin for Outlook the install finishes without any errors but when I open Outlook the plugin does not show.  I check the listings of plugins and Citrix for Outlook is not listed. Disabled Antivirus, installed with Run as administrator option, no luck.

I've had this problem before and fixed it by removing the plugin completely (from Control Panel) and then re-installing the MSI version.
